Thailand extends the 7% VAT rate to September 2027: what freelancers who issue tax invoices should actually do

The news

On 27 July 2026, Thailand's Cabinet approved in principle a draft Royal Decree extending the reduced VAT rate — keeping it at 7% including local tax (6.3% excluding local tax) — for one more year, from 1 October 2026 to 30 September 2027. The measure had been due to expire on 30 September 2026.

The Revenue Department cited continued uncertainty in the Middle East, which could push up transport costs and consumer prices. Holding the rate is intended to slow price increases, protect domestic purchasing power, and ease cost-of-living pressure.

If you're a VAT-registered freelancer, what do you need to do?

The honest answer is nothing — and that's precisely the value of this news.

News like this earns its keep by removing an uncertainty, not by giving you a task.

Three things worth checking while you're here

1. How does your quotation state the rate?

Open your quotation template. If it says "prices above exclude VAT at 7%", that's a good structure — the rate is explicit and separated from the base price.

If instead it hard-codes something like "total including VAT: THB 107,000" with no base price shown, your pricing is welded to a government rate that has been extended year by year for a long time.

The safer pattern is always three lines: service fee, VAT at the statutory rate, total. If the rate ever moves, your document structure absorbs it without a rebuild.

2. Do you know when your VAT liability actually arises?

For services, VAT liability generally arises when payment is received — not when you deliver the work, and not when you issue the invoice.

This is the single most common point of confusion, and it's why the total on your PP.30 doesn't match the invoices you issued that month. Bill in August, get paid in October, and that VAT lands in the October cycle.

The extension means work billed in September and paid in November won't straddle two different rates. That problem doesn't exist this year.

3. How far are you from THB 1.8 million?

This announcement doesn't change the registration threshold. Anyone whose revenue from sales and services exceeds THB 1.8 million in a year must apply to register within 30 days of the date the tax base is exceeded.

Early August is a good moment to look at your cumulative revenue for the year. If you're sitting at 1.3 to 1.5 million, start assembling registration documents now rather than after you cross — that's a lease agreement, a location map, and consent paperwork you don't want to be chasing under a 30-day clock.

Most freelancers who get penalised on VAT weren't avoiding anything. They simply didn't know which month they crossed the line.

If you're not VAT-registered

This barely touches you directly. You don't collect VAT and you don't reclaim input tax. Two angles are still worth knowing.

First, your own costs still carry 7% inside them — software, equipment, rent. That rate isn't rising in the coming fiscal year, so your expense projections hold.

Second, if you're weighing voluntary registration, rate stability for the next year is a decent planning condition but a poor reason to decide. The real questions haven't changed: are your clients VAT-registered, and do you have enough costs backed by tax invoices to make input tax worth reclaiming?

The longer view

The 7% rate has been extended year by year for a very long time, while the standard rate in the Revenue Code sits higher. This extension preserves the status quo; it isn't a permanent commitment.

So the useful move isn't guessing what happens next year. It's making sure your pricing was never welded to this number in the first place. Quote as "service fee of X, excluding VAT at the statutory rate", and let the document do the arithmetic.
